There were over 146,000 offenses reported in the State of Minnesota in 2011, representing 2,757 for every 100,000 in population. Of those, only 26% were cleared by arrest. For a State with a population of over 5,000,000 people, Minnesota is at the lower end of the spectrum in terms of violent crime rate, with only 2.21 annual crimes per 1,000 residents, well below the national median of 3.9. The property crime rate is also below the national median of 29.1 annual crimes per 1,000 people, coming in at 25.49. For St. Paul specifically, the crime rates are much higher when compared to the rest of the State of Minnesota. The city itself is rated safer than only 10% of U.S. cities, with 6.54 violent crimes per 1,000 residents, and 41.45 property crimes per 1,000 residents.
